Derek Elmer has two decades of experience as a specialist in the Asia Pacific region, and is a leading figure in intelligence gathering and analysis, anti-counterfeiting and sensitive operations — notably in China.

Derek acquired many of his skills working as a senior manager of a major multi-national company with over 200 subsidiaries, of which more than half were based in the People’s Republic of China. Fluent in Cantonese, Derek has cemented strong relationships, with important sources in Asian law enforcement and other prestigious circles, necessary to achieve results in Asia.

Derek established I-OnAsia in 2001 in Hong Kong to become the investigations and security consultancy of choice in Asia, and has since opened offices across the region and around the globe. Derek has steered I-OnAsia towards serving major multi-national companies, where metrics determine success every step of the way. Raised in an entrepreneurial family in London, Derek has instilled in the company a can-do attitude and a commitment to world-class service.

Derek is personally involved in day-to-day case management and fieldwork. Some of the impressive results produced under his leadership include:

  • The investigation of over 500 State-owned and private telecommunications enterprises over a three-year period, with results including the exposure of theft of foreign technologies banned for export; large-scale coordinated raids pushing a billion dollar (US) counterfeiting industry into remission; and reduction of vendor fraud.
  • Vetting of the senior-most executives and the largest providers of goods and services to the casino industry — notably in Macau.
  • Admission by subjects to multi-million dollar frauds, money laundering, conspiracy, and other white collar crimes — and determination of facts proving the innocence and bona fides of other subjects previously suspected of wrongdoing.

With I-OnAsia in a positive growth mode, Derek continues to look for more ways in which to turn client challenges into innovative solutions.

James Tunkey supports the CEO and I-On's international office heads implement corporate strategy. Based in New York City, James also heads I-OnAmerica's operational risk and security consultancy practice in the Western hemisphere. His responsibilities include the oversight of projects conducted on behalf of American clients overseas.

Prior to being assigned to New York, James lived and worked in Asia for 12 years. James has over a decade of leadership experience in investigations and risk consultancy in Asia; previously serving as the director of two major multi-national companies in the industry. James has undertaken groundbreaking Basel II compliance studies on the frequency and impact of operational risk events (e.g., fraud, intellectual property theft, terrorism, natural disasters, corruption) in Asia, and has been engaged on hundreds of assignments in the region. James received his Bachelor’s degree from the University of Buffalo in Chinese Studies. He is fluent in Mandarin, a Permanent Resident of Hong Kong, and has extensive experience covering Indonesia, South Korea, Japan, Singapore, and Thailand.

James holds a TRIUM M.B.A., jointly conferred by the NYU Stern School of Business, the London School of Economics and Political Science, and the HEC School of Business in Paris. He is a graduate of the Kennedy School of Government’s Corruption Control & Organizational Integrity Program; and Hong Kong University’s Advanced Law Enforcement Interviewing Techniques Course.

Spencer Elmer is responsible for directing I-OnAsia's activities in Europe, the Middle East, and Africa. He also manages I-OnAsia's corporate security and surveillance teams.

Spencer's subjects in Europe are typically Asian nationals or the managers of businesses with ties to Asia. They have included famous members of royalty, as well as infamous fraudsters.

In Asia, Spencer has led corporate security teams in VIP protection on behalf of some of the world's most famous private individuals. Spencer and his teams are often called upon to provide support in high risk situations. For example, when investigations target members of criminal gangs or activities that may become violent, Spencer is a strong, highly competent leader.

In 2008, Spencer was an integral member of the group's Beijing Olympic team. He was responsible for training of over 20 static guards and crowd control managers inside of the "Green Zone" and deployed as the head of a team dedicated to two client retail locations. He was lead CP officer of a team of eight CPOs looking after as many VIP attendees of Opening Ceremonies for that client, and also at media events where the protection umbrella was extended to a number of the world's greatest athletes.

Spencer is also the practice leader of I-OnAsia?¦s response team and provides oversight to analysts.

Spencer is a member of the American Society for Industrial Security (ASIS), and holds numerous security-related certificates.

Kitty Chan is responsible for directing I-OnAsia¡¦s activities in China, and manages research and field investigations teams at the corporate headquarters in Hong Kong as well as at the field offices in mainland China.

Kitty is an important point of contact for the company's extensive brand protection operations.

Kitty plays a crucial role in I-OnAsia's interaction with foreign law enforcement officials throughout Asia Pacific. She is extremely knowledgeable on matters pertaining to China's complex law enforcement/administrative hierarchy. In addition, Kitty has earned the respect of colleagues and clients for her attention to detail and willingness to always place I-OnAsia's clients in the forefront.

In July 2006, Kitty was appointed to the Monitoring and Supervising Committee of Beijing Administration for Industry and Commerce Haidian Branch. She is the only representative from Hong Kong and the only industry expert to serve on this committee that advises the Capital's anti-counterfeiting strategy.

Apart from brand-protection, Kitty is also a leader of I-OnAsia¡¦s financial industry compliance practice.

Prior to joining I-OnAsia, Kitty was a consultant for several multi-national holding companies in Hong Kong. Her main role was gathering and analyzing business intelligence. Kitty also was responsible for the design and management of several operational assessments, including market research, staff assessment and shop-control programs.

Kitty has undertaken advanced studies in law and received her Bachelor¡¦s degree from Hong Kong University of Science and Technology, where she majored in Marketing & Operational Management.

Kitty speaks fluent English, Mandarin and Cantonese.

She is a member of the American Society for Industrial Security (ASIS).

Regional Director of Hotel Safety & Security

Max is a 20-year veteran of the hotel and hospitality industry and is a specialist in travel and hotel safety and security. After service in the Australian Army and a three-year career as a hospital medical technician, he served as a Criminal Investigation Branch Special Squad (Narcotics) Police Officer in the New South Wales Police in Sydney. He left the force in 1981 to become the head of security for the Regent International Hotel in Sydney where he subsequently set the nation's standards and benchmarks for hotel safety and security programs. Included in his portfolio were lecturing briefs with the Intercontinental Hotel School of Management and College of Technical and Further Education in Rooms Division Management. Max founded a successful hotel safety and security consultancy in Singapore, serving Asian hoteliers and the executive travel industry. He is a Justice of the Peace in New South Wales and He holds a Diploma in Rooms Division Management. Max joined I-OnAsia in 2006.

Gerald is based in Kuala Lumpur and is accountable for all aspects of IonAsia’s management and operations in Malaysia and Singapore. He brings with him ten years of legal and security consulting experience.

Prior to joining IonAsia, Gerald was Vice President for a major risk consulting firm, providing security consultancy services in the Asia Pacific region. Gerald is a staunch advocate of fraud prevention and has a wealth of experience in conducting fraud risk assessments and investigations, reputational due diligence and implementing strategic fraud risk minimization programs for a large variety of corporations across various industries.

He has also orchestrated and executed countless executive protection assignments for some of the world’s most influential and wealthy individuals.

Gerald’s credentials include two law degrees from the United Kingdom in addition to being a Certified Fraud Examiner (via examination).

IonAsia’s Kuala Lumpur office specializes in delivering Due Diligence, Anti-Fraud and Vendor Screening programmes, full spectrum Executive Protection services, Technical Surveillance Counter Measures (TSCM) sweeps and Physical Security Audits.

John is based in Hong Kong, where he is responsible for government relations in the HKSAR and PRC, and is an I-OnAsia's brand protection practice leader.

John joined I-OnAsia after a successful career in government. John joined the Royal Hong Kong Police Force in January 1979. He rose through the ranks to become the officer-in-charge of the Recruitment Group's administration unit responsible for vetting new police constables and inspectors.

In 1992, John was transferred to Hong Kong's Intellectual Property Department, where he rose in 1997 to become the Chief Examiner responsible for Hong Kong's Trade Marks Registry. John served at the Department until retirement at the end of 2004. John has regularly briefed Hong Kong's Legislative Council (LegCo) and other domestic and foreign government and commercial representatives on IPR issues in Asia.

Of note, prior to joining I-OnAsia, John was Deputy Secretary of the Construction Workers Registration Authority (CWRA), responsible for setting up and leading a team of inspectors to take enforcement actions under the Construction Workers Registration Ordinance as well as providing legal and operational support to the Registrar of Construction Workers.

John holds a BBA from the Chinese University of Hong Kong, and a Bachelor degree in Law conferred by the University of Wolverhampton. John passed the UK Barrister Final Examination in 1997.

Irene is a Senior Case Manager with I-OnAsia, based in Hong Kong. She is responsible for due diligence investigation, research and analysis, business intelligence and business development.

Prior to joining I-OnAsia, Irene was an Assistant Superintendent with the Central Narcotics Bureau (‘CNB’), one of the leading drug enforcement agencies in Asia. During her 7-years stint with CNB, she gained vast experience in intelligence-related work, having investigated and dismantled numerous drug trafficking syndicates. Irene has also conducted lectures in Intelligence courses attended by participants from various law enforcement agencies such as the Afghanistan Police Force, Immigration & Customs Authority of Singapore (‘ICA’); Singapore Arm Forces (‘SAF’), Ministry of Manpower, Singapore (‘MOM’).

Irene holds a BA (Merit) from the National University of Singapore and is fluent in English and Chinese (Putonghua). She is also able to communicate effectively in Cantonese and Hokkien dialects.

Edo is an Analyst Manager of I-OnAsia and he is based in the Hong Kong Headquarters office. Edo is responsible for due diligence investigation, research and analysis.

Prior to joining I-OnAsia, Edo worked as a researcher for one of the leading private research companies in the Netherlands doing research projects on crime and safety related issues.

Edo holds a Master’s Degree in both economy and anthropology (cum laude) and is regarded as a criminologist with a main interest in financial fraud related subjects.

His thesis at the University of Utrecht in the Netherlands concerning the illegal and criminal economy of Surinam was awarded to be the best in the Dutch national thesis contest in 2004.

Edo is fluent in English, Dutch and Spanish. He also speaks some French, German and Portuguese.

Jennifer is responsible for marketing and business development. Based in Hong Kong, Jennifer has strong experience working on international trade issues involving China.

Prior joining the company, Jennifer worked at the Consulate General of Italy and Italian Trade Commission in Hong Kong. She provided assistance on a variety of projects involving Italian manufacturers selling to and exporting from China. She brings a strong understanding of the unique challenges faced by European companies in Asia.

Jennifer speaks English, Cantonese, Mandarin, Italian and Japanese.

She received her B.A. degree from University of Wisconsin, Milwaukee.
