Derek Elmer has two decades of experience as a specialist in the Asia Pacific region, and is a leading figure in intelligence gathering and analysis, anti-counterfeiting and sensitive operations — notably in China.
Derek acquired many of his skills working as a senior manager of a major multi-national company with over 200 subsidiaries, of which more than half were based in the People’s Republic of China. Fluent in Cantonese, Derek has cemented strong relationships, with important sources in Asian law enforcement and other prestigious circles, necessary to achieve results in Asia.
Derek established I-OnAsia in 2001 in Hong Kong to become the investigations and security consultancy of choice in Asia, and has since opened offices across the region and around the globe. Derek has steered I-OnAsia towards serving major multi-national companies, where metrics determine success every step of the way. Raised in an entrepreneurial family in London, Derek has instilled in the company a can-do attitude and a commitment to world-class service.
Derek is personally involved in day-to-day case management and fieldwork. Some of the impressive results produced under his leadership include:
- The investigation of over 500 State-owned and private telecommunications enterprises over a three-year period, with results including the exposure of theft of foreign technologies banned for export; large-scale coordinated raids pushing a billion dollar (US) counterfeiting industry into remission; and reduction of vendor fraud.
- Vetting of the senior-most executives and the largest providers of goods and services to the casino industry — notably in Macau.
- Admission by subjects to multi-million dollar frauds, money laundering, conspiracy, and other white collar crimes — and determination of facts proving the innocence and bona fides of other subjects previously suspected of wrongdoing.
With I-OnAsia in a positive growth mode, Derek continues to look for more ways in which to turn client challenges into innovative solutions.
Derek was the chairman of American Society for Industrial Security (ASIS), (Hong Kong Chapter) in 2007.

James Tunkey supports the CEO and I-On's international office heads implement corporate strategy. Based in New York City, James also heads I-OnAmerica's operational risk and security consultancy practice in the Western hemisphere. His responsibilities include the oversight of projects conducted on behalf of American clients overseas.
Prior to being assigned to New York, James lived and worked in Asia for 12 years. James has over a decade of leadership experience in investigations and risk consultancy in Asia; previously serving as the director of two major multi-national companies in the industry. James has undertaken groundbreaking Basel II compliance studies on the frequency and impact of operational risk events (e.g., fraud, intellectual property theft, terrorism, natural disasters, corruption) in Asia, and has been engaged on hundreds of assignments in the region. James received his Bachelor’s degree from the University of Buffalo in Chinese Studies. He is fluent in Mandarin, a Permanent Resident of Hong Kong, and has extensive experience covering Indonesia, South Korea, Japan, Singapore, and Thailand.
James holds a TRIUM M.B.A., jointly conferred by the NYU Stern School of Business, the London School of Economics and Political Science, and the HEC School of Business in Paris. He is a graduate of the Kennedy School of Government’s Corruption Control & Organizational Integrity Program; and Hong Kong University’s Advanced Law Enforcement Interviewing Techniques Course.

Glenn Tracey is the Managing Director of I-OnAsia in Hong Kong. Glenn has some 24 years experience in the security sector and has been living in Hong Kong for the past 15 years. Prior to joining I-OnAsia, Glenn was a member of the senior regional leadership team of a multinational guard and security services company. There, he was responsible for overseeing a variety of security service streams, particularly key projects with international banks and corporations.
Glenn has extensive experience and networks across the Asia Pacific region. Before entering private enterprise Glenn served in the Royal Australian Army.

Kitty Chan was one of I-OnAsia’s first employees, leaving graduate studies in law and work as a consultant to foreign multinationals on business risks in Asia to become a partner in the business.
Kitty was responsible for the build-up of I-OnAsia’s offices in China. Kitty works closely with law enforcement officers and regulators, referring criminal cases to China’s police and civil matters to relevant enforcement bodies. Kitty was appointed to the Monitoring and Supervising Committee of the Beijing Administration for Industry and Commerce Haidian Branch, where she collaborates with local police officers in the formulation of anti-counterfeiting strategy proposals. Kitty’s experience in brand protection has been of tremendous benefit to financial services and other firms with local enforcement issues in China.

Alfred Zhao was promoted to director of I-OnAsia’s representative office in Shanghai in 2009. He directs a large team covering China north of Hong Kong and the Pearl River Delta. Alfred leads due diligence, research and analysis, business intelligence, and business development.
Prior joining to I-OnAsia, Alfred worked for global telecommunications and consulting firms. During his seven years in telecommunications, Alfred gained strong experience in strategic marketing planning, competitor analysis.
Alfred holds a MBA from Carleton University in Canada.

Angela Wu has promoted in 2009 to lead I-OnAsia’s offices in Shenzhen and Guangzhou. The Guangzhou office is one of two regional centers for I-OnAsia’s high volume FCPA and compliance screening division. Shenzhen is the regional center for anti-counterfeiting consultancy.
Angela’s team undertakes fraud investigations and supports forensic collection and analysis.
Prior to joining I-OnAsia in 2004, Angela was a marketing manager for a multi-national corporation, headquartered in Canada. She was responsible for gathering and analyzing information and intelligence on its competitors and demands from the market.
Angela holds a M.B.A., conferred by Southern Cross University.

Luke Palmer is the country manager for I-OnAsia Thailand. This office is the second of I-OnAsia’s regional centers for its high volume FCPA and compliance screening division. Luke’s projects are primarily focused outside of Asia, working across over 50 countries in five continents.
Luke has lived in Thailand for nearly a decade. He has previous experience in operations, production, sales and marketing management in Asia and Europe.

Richard recently retired from the Ontario Provincial Police after a 30 year career in policing in Canada. His last deployment was to the Ministry of Community Safety and Correctional Services, where he was the Deputy Registrar, responsible for investigating Private Investigators, Security Guards and the related companies in the Province.
Richard’s training and experience focuses on Leadership, Incident Command, and Emergency Management. At I-On Asia, Richard is responsible for assisting clients, managing projects, investigations, and threat/security assessments. Richard will also be assisting the members of I-OnAsia at the 2010 Winter Olympics in Vancouver.
Richard is a member of the Society of Ontario Adjudicators and Regulators, amongst other associations.

Roshini Subapanditha is a senior manager within I-OnAsia, working closely with directors on I-OnAsia’s largest and most sensitive assignments in Asia and EMEA.
Prior to joining I-OnAsia, Roshini worked for a well known Hong Kong law firm, having earned her LL.B in the United Kingdom. There, Roshini worked on contracts and disputes affecting the shippers and supply chain managers. Her knowledge of criminal law and international law is of benefit to I-OnAsia’s clients.
Roshini is a native of Sri Lanka raised in Hong Kong.
